In a significant move to boost local tourism and improve community recreation, the Government of Jamaica, through the Tourism Enhancement Fund (TEF), launched a major upgrade of Salem Beach in Runaway Bay, St. Ann. Announced in October 2018 with a budget of $26 million, the project aimed to transform the beach into a premium recreational destination that meets international standards while remaining accessible to locals.
The upgrade was part of the TEF's National Beach Development Programme, a strategic initiative designed to diversify Jamaica's tourism offerings and enhance the economic competitiveness of secondary tourism areas like Salem.

Construction began in October 2018, with an initial target for completion in February 2019. The comprehensive renovation included:
- Infrastructure Development: Construction of two new gazebos, modern restrooms, a wash-off stand, and expanded parking facilities.
- Environmental Improvements: Upgrades to the local sewerage treatment system and landscaping works to preserve the natural beauty of the 300-meter stretch of beach.
- Structural Changes: Demolition of dilapidated structures and alterations to existing facilities to create a safer, more inviting environment.

Minister of Tourism, Hon. Edmund Bartlett, emphasized during the ground-breaking ceremony that the project was not solely for tourists but was a crucial investment in the local economy.
"This will help to improve the town of Salem's tourism economy, diversify its offerings and improve economic competitiveness in the area," Bartlett stated.
The project aligned with the broader goal of "Building a Caring Society," ensuring that every Jamaican has access to their country's natural resources. By improving facilities, the upgrade aimed to attract more visitors to the Runaway Bay area, supporting local businesses such as seafood restaurants and bars that already operated on the beach.

The Salem Beach upgrade was one of several major beach revitalization projects undertaken by the TEF between 2018 and 2024. During this period, the fund invested over $105 million into upgrading beaches in St. Thomas, Portland, and Trelawny, with Salem receiving a dedicated $26 million injection.
While the initial phase focused on physical infrastructure, the project also supported the wider tourism ecosystem in St. Ann. This included proximity to the Runaway Bay Golf Course and the historic town of Runaway Bay, creating a more robust tourism product for the parish.
